Hmmmm, well cloth diapers should be changed ideally every time baby wets (except for night of course, then only change if it poopy) so you should be checking it every hour to hour and a half with a really small baby. Usually at this age you should be changing every couple hours approx. More than that could cause rash problems and isn't sanitary even if it doesn't.

If you've tried that already, then your must just have extremely sensitive skin. Every child is different and some are just more sensitive than others... I'm surprised the fleece didn't work, are you sure it was 100% polyester fleece? If there is cotton in it, the cotton will absorb moisture and then it won't feel dry.

Other things to try could be a little Vaseline (or other barrier cream, but Vaseline is the cheapest) on the bum at every change, it keeps the urine from making contact with the skin... I know you mentioned not wanting to buy another product, but ME does sell stay-dry liners that aren't for extra absorbancy. They are just the stay-dry part, so they won't add extra bulk.
