Are they hemp? I find hemp gets a bit rock-like, especially if you don't use the drier.
Try smushing them up vigorously in your hands a bit (if you know what I mean). The scrunching seems to soften them up. Or try drying for a bit first and then hanging them up. I have heard this works for some people.
