I bought some diapers from a very nice lady here who lives on the East coast and I live on the West coast. (USA) She shipped them Parcel Post at my request to save on shipping and it literally took an entire month for the package to arrive. I updated her weekly that I still hadn't received them and she offered to send my money back, but I had talked it over with my mailman and he said the post office will try to track them down for you if it's been more than a month. If I remember correctly it was one month to the day for the diapers to arrive.

A couple of other things. Our post office gives a receipt every time you mail a package that shows the zip code and city that you mailed to and how much you spent on shipping. If the seller could get you a copy of that receipt at least you'd have grounds to believe that they shipped your package. UPS or FEDex also give receipts so I would say a little proof would help a buyer feel better about a transaction that went wrong.

All in all: as a buyer I would respectfully ask for proof that shipment was made. And as a seller in this case I would do everything possible to get the package tracked down and into the hands of the rightful owner. The carrier (UPS, FEDex, usps, whatever) should be consulted and both parties should consider it their problem until it is resolved.
