The yellowish color inside the cover is perfectly normal for covers that have been in use for a while. To a certain extent the outside will also fade and yellow (like any white garment will with time and lots of washing). If it's just this kind of normal yellowing then there's probably not much you can do.
You can try hanging in the sun.... Bright sunlight (I know hard to come by this time of year in many places) does help whiten and brighten fabrics and plastics (I used to do this with my children's high chair table when it was stained) so it should help whiten the PUL of the cover. You could try a whitening agent such as Oxy-Clean but I'm not sure what kind of effect it would have on an already quite used cover so it may be a bit of a risk (not as risky as chlorine bleach, which I don't recomend).
