I have sewn quite a few cloth diapers. I always used PUL from janellespuls.com. I also used to have a malden mills right down the street so I used to make covers from that. With the fleece, you want to make sure it's high quality or it wont work well. You can make them any number of ways-with PUL on the outside and fleece on the inside (you can try making pocket diapers), fleece on the inside and the outside, and you can make them with fleece in and out with a layer of PUL in the middle. As far as absorbant materials, I would personally go with terry, but you might want to make up one of each and soak them in water and weigh them to see which one holds more, but make sure they arnt dripping wet. I think the fold over elastic is more of personal preference than anything. I never used it, I just used regular elastic and serged them. Also, the prefolds inside a velcro cover are also personal preference. Personally I hated that system. I like pocket diapers and AIO's, or fitted diapers with velcro covers. Hope this helps!
