All I can say about cheap covers is to be careful. Don't buy too many (like stocking up on larger sizes) just in case they don't work out. Many covers you buy in regular stores seem cheap at the outset but then end up ripping within weeks and you have to buy more. They also tend to be more difficult to use as most are pull-ons (if poop gets on the cover you have to drag the yucky cover down their legs!), less comfortable (many leave red marks) and much less adjustable (because there's no velcro or snaps to shut slightly bigger or smaller).
If you can swing it at all I would highly recomend going with good quality covers like Mother-Ease (Bummis are good also and slightly cheaper, but not quite as good imo). In my experience they last forever so that you can either reuse them on other children or sell them and get a good portion of your money back. It may not seem worth the money at first (I didn't think so either) but most people find that the difference in quality, fit, leak-proofness and durability is more than worth it. Especially since you can sell them on eBay (or bulletin boards like this one) afterward.
Maybe you could use cheaper covers for when your baby is very young and growing very quickly and then invest in something more expensive when they'll be able to wear them longer? When my son was about 9 months I started using my size large Airflows and he's still wearing them now at a couple of months shy of 3 years. Granted he could have fit in a smaller size at first, I already had the large, tried them and they worked just fine (never leaked!). So I've gotten (so far) over 2 years worth of wear from these covers and that's just on my son (they were already used fairly regularly on my daughter for about a year before that!).
You could also maybe use the cheaper covers during the day but buy one (or two) good ones to use during the night when being leak-proof is very important.
