What is probably happening is that it's loose material inside that has formed a small ball. It's perfectly normal and just from the regular wear of the fabric. On the surface the loose fibers just get washed away, but on the inside they have nowhere to go so they can sometimes form small balls. The trick that Lise mentioned or using the drier would probably help. This is something that can happen to all cloth diapers with time...
