Yes, usually stripping is to some kind of build-up (detergent usually but sometimes it's for softener build-up as well). It's often recomended for non-build-up situations where someone is having odor problems (if they're using detergent that isn't strong enough for example or water that isn't hot enough)
The instructions vary depending on who you ask and what exactly the source of the problem is (if you know of course). Are you having odor issues?
For your washer situation there are a couple things you can do. First I would check the final rinse on your washer (I'm assuming it's a top-loading, I don't even know if you can do this with a front loading HE) to see if there are even suds left. If so you can either run an extra cycle. Or can you run only part of another cycle? You can also start playing around with the amount of detergent you're using to reduce the need for more rinsing.
