I haven't tried the ME swim diapers as such so I can't answer your questions about fit etc..
But no diaper (swim diaper or regular, cloth or disposable) can catch anything other than poop once it's wet. Everything becomes saturated so there's no way it can absorb urine. Anything that catches poop is suitable for a pool, so ever a snug fitting diaper cover would work. The thing that public pools don't want is a regular disposable diaper because it will become so heavy when saturated that it will gap at the legs and poop will float right out!
There isn't much of a difference between disposable and cloth swim diapers, both do their job very well. Cloth is obviously cheaper in the long run and better for the environment. The only advantage that disposables have is that they can absorb a small amount of urine until they become saturated with water. So let's say your baby pees in that time between putting the swim diaper on and getting into the pool, a Little Swimmers will probably absorb it while most swim diapers won't. You can probably solve that though by putting a small liner inside the swim diaper. Just enough to absorb a small amount of urine but not enough to weigh the baby down once in the pool.
