Good point, hadn't thought of that part of it! Yet another reason why cloth is so wonderful!
I actually went to a public pool yesterday with my sister-in-law and her 11 month old little girl (and my two kids). She just used her Airflows (with nothing underneath) and it worked well. She used a size smaller than she would with a diaper underneath (without the bulk of the diaper you can easily get away with a size or even two smaller than usual). Only 'problem' was that the water would often get trapped inside the diaper cover and stay there (formed a little bulge of water between the legs). It wasn't a big deal, especially for such a little baby (it's not like she was trying to do laps or anything, LOL!). But I think that's another advantage swim diapers do have over diaper covers, they let water out better. But if you're only using it once in a while it would be fine and would save the investment in something that probably won't fit in two months anyway!
