I use an old circular wipes container, the type you can easily find at Wal-mart of Walgreens. Sometimes you have to look for them, but they aren't that hard to find.
We usually cut the roll of paper towels in half and then insert into the container. We then pour the wipe solution over it, and then after the roll sits for an hour or so we take out the cardboard center. You can use a pair of scissors to cut it out before you put it in the wipes container if you need to though.
I usually make-up about four containers of wipes at once. I don't have any mildew problems with them either, the lavender oil and tea tree oil I put in it prevents that from happening. We go through them pretty fast, I have two in cloth diapers right now.
