I just tried out a very nice diaper, called a Wonderoos. It's a pocket diaper, like fuzzibunz, but instead of fleece the inside is polyester suedecloth. The suedecloth keeps baby's skin dry, and it is very soft. I think they'd be great for a sensitive baby. They didn't actually fit my baby, but there's a lot of positive feedback about these diapers so you might want to check them out.

I use fleece liners myself, and also Motherease stay dry liners, and those work well. I like to let my baby play on the floor in just a diaper (no cover) when I can, as well, the air helps. So do breathable covers, like the airflows, and fleece and wool covers also breathe.

I don't change my baby very often when I'm out with her, but around the house I try to change her whenever she's wet. I did that when I was using disposables, and my was that ever expensive. :)
