Corene, I have to agree with Patty, it depends on your baby's build. I have a 3 year old in OS who's 29 lbs, and he am still using 2 snaps on each side of the diaper with the flap rolled up.
My DD who's 9 months (approx 16 lbs) still has the flap rolled down and is still using the 2 snaps per side setting unless I have a doubler in. I saw 2-4 month olds, however at La Leche this week who are 21 lbs. and their heads are bigger than my 3 year old's bum with 2 doubles and a diaper,(LOL) and they obviously wouldn't fit the o/s as well. Don't go by size, or age, just by what fits right and keeps them dry, you can get too caught up in the "proper instructions" and end up killing yourself with worry, no 2 kids are made the same in any way, so do whatever you feel is right.
PS: Haven't tried the Sandys yet, but would like to soon as DD is ready for them!
