I'm not really sure what to suggest, but my daughter is also a heavy wetter. We change her regularly - every two hours or so, and she is always always wet. Now, I'm sure if we changed her every 30 minutes, she'd always be wet. Fortunately we don't have any diaper rash issues, so we can go up to two hours with no problems. At night we use a Sandy's diaper, a liner, and fleece liner. I also put a barrier cream on her bum at night, just because she goes so long without being changed. Her diaper is absolutely saturated when she gets up, but no leaks.
Could you try changing him less frequently? Use a fleece liner and perhaps a barrier cream like zinc or burt's bees on his bum (not destin). That seems like an awful lot of diapers to be using! Good thing he's in cloth - you'd be spending a fortune otherwise!
