Honestly I wouldn't worry too much about it. Just keep treating the rash with a little cream and some airing out like you're already doing and it should clear up in no time. Babies get rashes for a million different reasons, it may be related to the lack of vinegar, it may have nothing at all to do with it. You mention that you've just moved, that alone could trigger a bit of additional stress which could explain it. Or maybe it's just that moving has put a strain on the usual routines, changes in his usual diet etc etc... Vinegar is a common and useful additive but many (most??) never use it and have no problems so I wouldn't automatically assume that's the problem. Just treat it and don't worry about it unless it gets really nasty or stays for a long time.
The problem with original Desitin (the 'creamy' version may be less of a problem) isn't so much repelling as it is about the potential for odors. Repelling may be an issue for pocket diapers but it would take a lot of overuse before it really caused problems in fitted diapers. The problem lies in the fact that it contains fish oils, that, while great for the skin, are difficult to wash out and can eventually cause nasty fishy smells in the diapers. Nothing too serious if you're only using it sparingly for a few days, but just thought I'd mention it so you would know why if it ever happened.
