Hi there. I'm 6 months pregnant and am preparing for our first baby who is due in June. Since this is all new, I'd appreciate some help with our shopping list.

Here is what I'm thinking:
- 24 Small Sandy's (buy 12 get one free) = 26 Sandy diapers
- 4 Air Flow Covers (the cover package)

Do we need the extra liners, or is a small Sandy absorbent enough?

That should be a good start. The only thing you may want to add eventually is a few liners. You won't need them right away since newborns get changed often enough (ie they poop often enough!) both day and night that you won't need additional absorbency (the small Sandy's are plenty absorbant). But once your little one stops pooping at night you may want to start putting more absorbency in nighttime diapers to elliminate or at least reduce the frequency of nighttime changes.

Honestly though, I wouldn't recomend getting the packages with half the amount of liners as diapers (ie 12 liners for 24 diapers). I just don't think that amount of liners is necessary or even particularly useful. The only way you'd ever need that many liners is if you frequently use them in daytime diapers and that's rarely necessary. And when it is, it's almost exclusively with One-Size users and very heavy wetting toddlers (the One-Size is slightly thinner/less absorbant than the Lg Sandy's). Either try to substitute the liners for something else or just get everything seperatly and take advantage of the other promotions like you'd planned.

I'd also highly recomend is getting some cloth wipes. They don't have to be official cloth diaper wipes, most people find that cheap washcloths work just as well and are significantly less expensive. Cloth wipes work way better than their disposable counterparts and since you're washing diapers anyway, they're no extra trouble at all.

There are other popular accessories like diaper sprayers and wet bags that are nice to have but not a necessity.

You probably already know that, and there's no reason you have to get them now, but eventually you'll need to order more covers in larger sizes.  
I whole-heartedly second the suggestion to use cloth wipes.  They wipe off poop *so* much better, and since you're throwing the diaper into the pail, it makes so much sense that your wipe goes there too, rather than sorting that out into the trash (where it smells, unlike your diaper pail).  Some people make up solutions to use, but most of us just use plain water.  I just used cheap baby washcloths.

Thank you for responding. We will definitely get plenty of cloth wipes too. It's good to know that inexpensive baby wash cloths work just as well as wipes. How long will the small AF covers last with the Small Sandy's? Can we use size Medium AF covers with the Small Sandy's?

I've read in this forum that some mothers make flannel liners to help prevent diaper rash, or to protect the diaper from diaper rash cream. (I've heard Butt Paste is good.) Any thoughts on this? Should I purchase some flannel, or just purchase some Stay-dry liners? If so, how many?

I think what you're referring to are fleece liners.  They're just cut to whatever shape you want out of cheap polyester fleece, no hemming necessary.  They will keep baby's skin drier, and make cleaning up poop easier.  
In general, most of us find that we don't need to use diaper creams regularly (as a side note, my friends who use disposables put this on their kids every change.  I'm not sure if it's necessary or just habit, but my kids had very few rashes and almost always nice healthy bottoms without regular use of any creams at all).  Sometimes in the case of a rash you'll need it, and then a liner can be nice to keep the goop off the cloth, but honestly, for most kids with infrequent use of creams, it's probably not a big deal.  That being said, I really liked using fleece liners.  They are a very inexpensive alternative to the stay-dry liners.  
I made a few more than the number of diapers that I had.

Re. covers, you will definitely be using M covers over the S Sandys.  How long the S covers will last can really vary by baby build.  I've known people who have used them to 16 lbs, but I think that I used them to about 10 or 12 lbs.  My boys, even super-chunk, never really outgrew the S and M covers, i.e. there were still snaps to go, but much past the recommended weights we would get mystery leaks that were solved by moving to the next cover size.

I should clarify, because the term "liner" is very broad, that the fleece liners are not absorbant; they just provide a sort of stay-dry layer, and are just laid into the diaper next to the skin.  So my son's night diapers were, for instance, L Sandys, absorbant liner, fleece liner.

I stopped using fleece liners when I wanted my sons to feel the wet, and I think this helped with potty-training.

I will plan on making lots of FLEECE liners (not flannel, so glad you corrected me), and will also have some absorbent liners on hand too.

I bought the one size complete package and I use all my liners because I fold 2 liners in half and put them in his diaper every night.  If he wakes, I change his diaper so I may use 4 liners every night so having 12 works for me.  However, you probably don't need to use liners in the beginning.  It's more for when they sleep through the night.
If you plan on nursing, I highly recommend the nursing pads.  I LOVE them.  I started with Kushies ones and they would go through the wash and crumple but the ME ones always stay flat and soft.  I did however learn to put them in delicate bags because I got a couple of the Kushies pads stuck in the wash drain and clogged our washer.  Oops.
I really like the ME wet bags with the drawstring.  I also use the mesh pail liners so I just transport diapers from the baby room to the laundry machines and throw the mesh bag into the wash.  I bought a cheap diaper pail from Walmart to use with the mesh bags.
