After the 2 week long diaper hel that I was going through first at my MILs, then at my mother's, I need to get my dipes performing and smelling optimally again.  i washed them once when we returned back home with my normal slightly over 1/8 cup of detergent, however, the scent of fabric softener and scented detergents still remains in the dipes. the dipes do not leak anymore since most of the stuff was washed and stripped out.  they still smell horribly though. some of them even smell musty from sitting in a closed 7 gallon bucket that my mother insist that i used to keep diaper smell out of her bathroom.  and i am getting an amonia smell again as well. my question is, should i use baking soda, vinegar, or both in the wash to get my dipes back to their happy selves again?  and what about my detergent? should i temporarily increase it to 1/4 cup for this wash?

I would definetly not use more detergent, that's certain. Not unless you think that the reason they smell is because they haven't been properly cleaned in the past for whatever reason. But if the suspected problem is build-up you'll only add to the problem with more detergent.

I would try stripping them in hot water to get rid of build-up. I wouldn't bother with baking soda although I don't think it'll do any harm if you really want to use it. Baking soda can be useful in getting set in odors (like if the diapers are sitting too long or covers that get stinky) but I'm not sure it does anything for build-up issues. The vinegar may be helpful in chemically dislodging the build-up, I would soak the diapers in a few glugs of it (no specific amount, just a bunch, like 4-5 cups or so).
